Emergency Technical Provisions Act - Provides that sums granted to an eligible institution for work-study programs under the Higher Education Act for any fiscal year which are not needed during such year shall remain available to the Commissioner of Education for redistribution within the same State throughout the succeeding fiscal year for such purpose.
Extends the termination date of the National Advisory Council on Equality of Educational Opportunity through September 30, 1976.
Provides that funds appropriated under the Higher Education Act for making payments of basic educational opportunity grants, during fiscal year 1975, to eligible students in accordance with the payment schedule in effect for such year which are in excess of the amount paid under such schedule prior to the end of such fiscal year shall remain available for payments during fiscal year 1976.
