A bill to provide parking for tourists to the Capitol of the United States.

Directs the Administrator of the General Services Administration to establish a system of fringe parking facilities in the District of Columbia to permit parking for those tourists visiting the Capitol.

Authorizes the charging of a reasonable fee for such parking.

Directs the Administrator to provide for an express bus service from such parking facilities to Capitol Hill, and to set a reasonable fee for such service.
