A bill to amend section 2509 of title 28 of the United States Code as to procedures in congressional reference cases.

Makes specified procedural changes for congressional reference cases heard by the Court of Claims. Replaces the provision for a three-member review panel with a requirement that such cases be initially heard by a panel of three commissioners, acting by majority vote. (Amends 28 U.S.C. 2509).
