A bill to transfer jurisdiction over the food stamp program to the Secretary of Health, Education, and Welfare.

Transfers all functions of the Secretary of Agriculture under the Food Stamp Act of 1964 to the Secretary of Health, Education, and Welfare.

Requires such transfer to be implemented in accordance with such procedures and regulations as the Director of the Office of Management and Budget shall prescribe.
