Makes eligible for retired pay for nonregular service any otherwise qualified person who: (1) before August 16, 1945 was a Reserve of an armed force or a member of the Army without component or other category covered by specified provisions of law; (2) did not perform active duty after September 8, 1940, and before January 1, 1947 by reason of holding a civilian occupation which was deemed vital to the national security, safety and welfare; and (3) after August 16, 1945 performed at least twenty years of service as computed by specified provisions of law.
