Revises the Occupational Safety and Health Act to exempt any nonmanufacturing business, or any business having twenty-five or fewer employees in States having laws regulating safety in such business from the Federal standards created under the Act.
Requires the Secretary of Labor prior to imposing a penalty, to inform the employer of any alleged offense, and to give such employer a chance to correct such alleged violation.
