A bill to amend the Occupational Safety and Health Act of 1970 to exempt any nonmanufacturing business, or any business having 25 or fewer employees in States having laws regulating safety in such business, from the Federal standards created under such act.

Revises the Occupational Safety and Health Act to exempt any nonmanufacturing business, or any business having twenty-five or fewer employees in States having laws regulating safety in such business from the Federal standards created under the Act.

Requires the Secretary of Labor prior to imposing a penalty, to inform the employer of any alleged offense, and to give such employer a chance to correct such alleged violation.
