A bill to authorize the increase of the Federal share of certain projects under title 23, United States Code.

Authorizes the Secretary of Transportation to approve as the Federal share of the construction cost of an approved State highway project under the Federal-aid secondary system, any percentage of such cost up to one hundred percent.

Requires that any increase in the Federal share of a State's construction costs which are made pursuant to this Act be repaid by the State receiving such increase by January 1, 1977, as a condition for Federal approval of future highway projects of such State.
