Young Farmers Investment Act - Authorizes the Secretary of Ariculture to make direct loans under the Consolidated Farm and Rural Development Act to persons acquiring and improving owner-operated farms up to the present market value of the farm. Sets forth limitations on the amount, interest rate, and period of time for such loans.
