A bill to amend title 39, United States Code, to establish policies and procedures for the procurement of property and services by the Postal Service.
Postal Service Contracting Procedures Act - Establishes procedures governing Postal Service contracts for the procurement of facilities, equipment, supplies, and services.
Requires such contracts to be entered into by formal advertising or competitive negotiation. Specifies the canditions that must be found to exist by the Postal Service in order to enter into a contract by competitive negotiation.
Permits the Postal Service to enter into contracts by noncompetitive negotiation in any case in which it determines that contracting by forma advertising or by competitive negotiation is not feasible.
