A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for the development and operation of treatment programs for certain drug abusers who are confined to or released from correctional institutions and facilities.

Requires a State seeking a grant from the Law Enforcement Assistance Administration for the construction of correctional institutions or for the improvement of correctional programs and practices to include in its comprehensive State plan arrangements for the development and operation of narcotic treatment programs (1) in correctional institutions and facilities and (2) in connection with probation and other supervisory release programs for all persons, incarcerated and on parole, who are drug addicts and drug abusers.
