A bill to provide financial assistance to persons whose small businesses are displaced by Federal and federally assisted programs so they may lease, rent, or buy replacement quarters.

Requires that the heads of Federal agencies make payments to owners of small businesses who are displaced from their place of business as a result of Federal or federally assisted programs. States that such payment shall be the amount necessary, up to $4,000, to enable such displaced person to lease, rent, or make a downpayment on a decent, safe, and sanitary place of business.

Stipulates that in the case of a downpayment exceeding $2,000, the displaced person must equally match any amount over $2,000 in making the payment.
