A bill to require the President to take all necessary action to strictly enforce the regulation promulgated under section 4 of the Emergency Petroleum Allocation Act of 1973 and all orders issued under such act.

Directs the President to take all necessary action to enforce the regulation which he was required to promulgate under the Emergency Petroleum Allocation Act, and all orders issued under such Act to insure compliance throughout all regions of the United States and all sectors of the petroleum industry.

Directs the Federal Trade Commission to monitor and investigate all actions taken by the President to enforce the regulations and orders issued under such Act.
