Declares that an otherwise qualified individual, under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act, shall be insured for Social Security disability insurance benefits, in any month if such month ends before the quarter in which he attains, or would attain, age 31, not less than one-half, and not less than six, of the quarters during the period, of not more than 40 quarters, ending with the quarter in which such month occurred and beginning with the first quarter after the quarter in which he attained age 21, or with any prior quarter, were quarters of coverage.
