Provides that the Director of the Federal Bureau of Investigation shall be appointed by the President for a term of 15 years, and that an individual may not be reappointed or serve as Director for more than 15 years in his lifetime.
States that the Director may be removed by a joint resolution of Congress when in the judgment of Congress he is permanently disabled or guilty of neglect of duty, malfeasance of office, any felony or conduct involving moral turpitude. Requires the retirement of any Director who reaches 70 years of age. Provides a lifetime annuity for former Directors.
