Authorizes and directs the Consumer Product Safety Commission to establish Federal safety standards applicable to aerosol cans. Prohibits the introduction or delivery for introduction into commerce of any aerosol can which fails to conform to such Federal safety standards.
Provides that any person who knowingly violates suuch prohibition shall be subject to a civil penalty not to exceed $2,000 for each violation. Allows the Commission to compromise any such penalty.
Declares that such Federal standards shall preempt any State or local standards unless such standards are identical to the Federal standards.
