Higher Education Amendments - Provides for annual cost of-education payments to institutions of higher education payable on a schedule reflecting the total number of students in attendance at the institution and the number of students who are also recipients under other specified provisions of the Higher Education Act of 1965.
Prescribes the procedure for application by institutions to receive cost-of-education payments under this Act.
Authorizes the appropriation of sums through the fiscal year ending September 30, 1980.
