A bill to provide that moneys due the States under the provisions of the Mineral Leasing Act of 1920, as amended, may be used for purposes other than public roads and schools.

Permits the States to use monies received from sales, bonuses, royalties and rentals of public lands under the provisions of the Mineral Leasing Act for the planning, construction, and maintenance of public facilities and the provision of public services (presently limits expenditure of such funds to public roads and schools).
