Provides, under the Water Resources Planning Act, for the removal of the $100 per diem limit on compensation for specified experts and consultants. States that such compensation shall not be in excess of the daily equivalent of the rate prescribed for grade GS-18 in the United States Code.
Authorizes to be appropriated without fiscal year limitation such sums as are necessary to carry out the purposes of the Water Resources Planning Act. Allows the Water Resources Council to transfer funds under such Act to river basin commissions and to Federal and State agencies upon such terms and conditions as it determines are necessary to carry out the purposes of such Act in an economical manner.
