A bill to amend the Controlled Substances Act to provide increased penalties for distribution of heroin by certain persons, and to provide for pretrial detention of such persons.

Provides, under the provisions of the Controlled Substances Act, for increased penalties for distribution of heroin by persons who are not themselves addicts. Provides for pretrial detention of such persons.
