Veterans' Laws Technical Amendments Act - Redefines, under title 38 (Veterans' Benefits) of the United States Code, the term "Vietnam era" as the period beginning August 5, 1964, and ending on May 7, 1975 (presently defined as terminating by Presidential proclamation or concurrent resolution of Congress).
Makes specified technical amendments to title 38, including: (1) striking leprosy from the list of chronic diseases and inserting Hansen's disease, for purposes of service-connected disability and death compensation; and (2) removing the blindness criteria from requirements for specified disability compensation.
Increases the monthly rates of dependency and indemnity compensation to dependents of veterans and the rates of pensions for veterans.
Expands the authority of the Administrator of Veterans' Affairs to provide hospital care to include nursing home care.
Alters the rules governing: (1) veterans' National Service Life Insurance maturing on or after August 1, 1946; (2) the assignability and exempt status of benefits; (3) service disabled veteran's insurance; (4) veterans' special life insurance; and (5) suits on insurance.
Makes additional conforming amendments.
Revises provisions pertaining to payment of educational assistance or subsistence allowances, payments for less than half-time training; correspondence courses; recovery of erroneous payments; eligibility for loans; and defaults on such loans.
