A bill to amend section 410 (a) of title 38, United States Code, to provide a statutory presumption of service-connected death of any veteran who has been rated totally disabled by reason of service-connected disability.

Directs the Administrator of Veterans' Affairs to pay dependency and indemnity compensation to a veterans widow, children, and parents when a veteran dies after December 31, 1956 from a service-connected or compensable disability or is entitled to receive compensation at time of death for a total and permanently disabling service-connected disability.
