A bill to amend title II of the Social Security Act to provide that any individual may qualify for disability insurance benefits and the disability freeze if he has 20 quarters of coverage (and meets the other conditions of eligibility therefore), regardless of when such quarters were earned.

Provides that any individual may qualify for disability insurance benefits and the disability freeze under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act if he has 20 quarters of coverage (and meets the other conditions of eligibility therefor), regardless of when such quarters were earned.
