A bill to amend title II of the Social Security Act so as to liberalize the conditions governing eligibility of blind persons to receive disability insurance benefits thereunder.

Provides, under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act, that persons who are blind and have at least 6 quarters of coverage shall be eligible for disability benefits.

Outlines those regulations which apply to the amount of benefits to be received.
