Provides that even though the export of a commodity would reduce the domestic supply of such commodity below that needed to meet domestic requirements, adequate carryover, and anticipated exports for dollars as determined by the Secretary of Agriculture at the time of exportation of such commodity, the Secretary may still export such commodity to carry out the national interest or humanitarian objectives of the Agricultural Trade Development and Assistance Act of 1954.
