Provides, under the Fish and Wildlife Coordination Act, that no exploration or mining of oil and gas located beneath any navigable water of the United States may be carried out without a permit issued by the Secretary of Interior.
Requires notice and a public hearing prior to the issuance of a permit. Allows the Secretary to revoke such permit whenever he determines that exploration or mining results in damage or loss of any wildlife or the pollution of any navigable waters.
