A bill to amend the Fish and Wildlife Coordination Act to require certain permits for exploring or mining oil and gas underlying the navigable waters of the United States.

Provides, under the Fish and Wildlife Coordination Act, that no exploration or mining of oil and gas located beneath any navigable water of the United States may be carried out without a permit issued by the Secretary of Interior.

Requires notice and a public hearing prior to the issuance of a permit. Allows the Secretary to revoke such permit whenever he determines that exploration or mining results in damage or loss of any wildlife or the pollution of any navigable waters.
