Revises title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act to: (1) eliminate the five- month waiting period for disability benefits; (2) permit adopted children to qualify for benefits without regard to time of adoption; (3) eliminate the reconsideration state in benefit determinations; (4) provide for the issuance of duplicate benefit checks where the initial checks are lost or delayed; and (5) provide for expedited benefit payments to disability beneficiaries.
Increases to $7,500 the amount of outside earnings which an individual may earn without a deduction in benefits under title II of the Social Security Act.
