Prohibits the Secretary of the Interior, under the Coastal Zone Management Act, from granting any lease for the exploration and development of oil and gas deposits of the submerged lands of the Outer Continental Shelf which are seaward of the seaward boundary of any coastal State before: (1) approval of the State coastal zone management program; or (2) June 30, 1977, whichever first occurs.
