Prohibits the importation of any cattle, fresh, chilled or frozen beef, preserved beef or veal, milk, cream, butter, oleomargarine and butter substitutes, cheeses, or any beef or dairy products described or specified in any of the items of the Tariff schedules of the United States relating to such products until the Secretary of Agriculture certifies to the Agricultural Committees of Congress, that such imports do not pose a danger to the economic well-being of the Nation's meat and dairy producers, and the Nation's quality and health standards for foods for domestic consumption.
Stipulates that no such certification shall be issued until one year from the date of enactment of this Act.
