A bill to authorize the Secretary of the Interior to convey certain mineral interests of the United States to the owner or owners of record of certain lands in the State of Alabama.

Authorizes the Secretary of the Interior to convey all interest of the United States in coal deposits to the owner or owners of record of specified lands in Fayette County, Alabama. Provides that no conveyance shall be made unless an application is filed with the Secretary and payment is made within specified time limitations.
