Permits the Attorney General and Secretary of State, acting jointly, to waive the requirements, under the Immigration and Nationality Act, of possession of a valid nonimmigrant visa or border identification card in the case of temporary visitors for business or pleasure solely for entry into and stay on Guam for a period not to exceed 15 days if the alien is a national of a country designated by the Secretary of State on the basis of his determination that such designation would promote the foreign policy of the United States.
