A bill to amend the Food Stamp Act of 1964 to permit households to use food stamps to purchase seeds, plants, and fertilizer from retail stores engaged primarily in the sale of seed and feed.

Authorizes housholds receiving food stamps under the Food Stamp Act to use such stamps for the purchase of seed, plants, and fertilizer for use in gardens to produce food for personal consumption, from retail stores which are engaged primarily in the sale of seed and feed for livestock and poultry.
