A bill to provide a civil penalty for persons owning any vehicles which are on Federal recreational properties without having any litter bags.

Requires any vehicle which is on Federal property used primarily for outdoor recreational purposes to have a litter bag attached to the inside of such vehicle.

Provides for a $500 civil penalty for each violation of such requirement. Allows the head of the agency concerned to compromise any such civil penalty.
