Provides that whenever the Supreme Court reverses a State criminal conviction which has been upheld by the highest court of such State, it shall report in a written decision the legal justification for the reversal, citing such legal precedent, case law, and other authority as may be applicable. (Amends 28 U.S.C. 1257).
