A bill to amend the Education of the Handicapped Act to provide tutorial and related instructional services for homebound children through the employment of college students, particularly veterans and other students who themselves are handicapped.

Authorizes grants to State educational agencies for programs of educational assistance for homebound handicapped children utilizing college students as tutors. Requires that preference be given to tutors who are veterans, needy, or handicapped themselves. Authorizes an appropriation of $55,000,000 for fiscal year 1973 and such sums as necessary for the two succeeding fiscal years. Authorizes the Commissioner of Education to grant sums and advise States in their applications for assistance under this Act. Sets aside twenty-five percent of the appropriations to be tentatively allocated to the States in proportion to the number of children aged three to twenty-one in each of the States.
