A bill to amend the Rail Passenger Service Act of 1970 to require the National Railroad Passenger Corporation to initiate additional rail passenger service in the northeast corridor to determine the feasibility of utilizing such service to provide alternative transportation systems.

Requires the National Railroad Passenger Corporation to initiate additional rail passenger service in the northeast corridor, including points in the States of Delaware, Maryland, and Pennsylvania, to determine the feasibility of utilizing such service to provide alternative transportation systems. Requires the Corporation to report to the Secretary of Transportation and the Congress within one year the results of such service, together with such recommendations as the Corporation deems appropriate.
