Provides for the Presidential appointment with the advice and consent of the Senate of the Director the Federal Bureau of Investigation (presently appointed by the Attorney General). Prescribes that the Director shall receive compensation at the rate prescribed for level II of the Executive Schedule. Establishes age seventy as the maximum age of any person holding the position of Director. Limits the Director's term to a period of ten years. (Amends 28 USC 532)
