Establishes the Mineral Conservation Research and Development Commission within the National Science Foundation.
States that the purpose of the Commission shall be to keep current an inventory of major nonfuel raw materials and minor raw materials important to national security and industrial processes, and to monitor United States Vulnerability and import dependence on such critical materials.
Requires the Commission to conduct research in areas which offer substantial potential for the development of substitute minerals.
Enumerates the powers of the Commission. Authorizes sufficient funds to carry out the purposes of this Act.
