A bill to promote the foreign policy of the United States by strengthening and improving the Foreign Service personnel system of the Department of State and of the U.S. Information Agency.

States that the Veterans Preference Act shall apply to all career appointments under the Foreign Service Act, (except for career ministers and career ambassadors) in relation to promotion, separation and retirement. Provides an appeals procedure and remedies for those Foreign Service officers and information officers against whom selecting out procedures have been instituted.
