A bill to amend the Federal Water Pollution Control Act to authorize grants to pay a portion of the costs of operation and maintenance of treatment works.

Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to make grants to States and localities to assist in meeting the costs of operation and maintenance of publicly-owned treatment works. Stipulates that such assistance shall be on a percentage basis to be determined by the length of time such treatment works have been in operation.

Authorizes the appropriation of $800,000,000 per year for fiscal years 1978, 1979, and 1980 for such grant program.
