Amends the Arms Export Control Act to require the General Accounting Office, upon the request of the Senate Committee on Foreign Relations or the House of Representatives Committee on International Relations, to submit an analysis on a proposed sale or a proposed licensing for export of defense articles or services. Requires analysis of the impact of such proposal upon (1) the arms race, (2) the likelihood of armed conflict, (3) the relations of the United States with countries in the region of the recipient country, and (4) the economy and military preparedness of the United States.
Requires the President to furnish to the General Accounting Office copies of the certification and statements which are transmitted to Congress with requests for such sales or licenses.
