Grants a Federal charter to the National Humanities Center. Declares that the purposes of such corporation are (1) to promote humanistic studies in America; and (2) to enlarge the capacity of study in the humanities to contribute significantly to national discourse about issues vital to the country's well being. Grants such corporation the exclusive right to use the name "National Humanities Center."
