Federal-Aid Highway Act Amendments - Amends the Federal-Aid Highway Act of 1976 to increase and extend the appropriations authorized under such Act for the fiscal years 1977 and 1978 for the Federal-aid primary system to $3,350,000,000 for each of the fiscal years 1978 through 1990.
Increases the Federal share for projects financed with primary funds on the Federal-aid primary system from 70 percent of its cost to 80 pecent, or to 95 percent under specified circumstances. Prohibits the Secretary of Transportation from approving projects on such system if the portion of the project that is on a new location does not provide for complete control of access. (Amends 23 U.S.C. 109, 120)
