Amends the Watershed Protection and Flood Prevention Act to direct the Secretary of Agriculture to complete studies on project proposals within one year after local participation requirements are met.
Stipulates that construction work which covers 15,000 acre feet or less and which does not require channelization shall be exempt from the filing of environmental impact statements under the National Environmental Policy Act of 1969.
