Authorizes the Secretary of Agriculture to make shipping subsidy payments to persons who sell surplus agricultural commodities for export if: (1) such commodity is not likely to be marketable in the United States and is likely to be destroyed if such payment is not made; (2) such sale will improve the balance of trade; (3) such sale will not interfere with existing marketing agreements; (4) the seller sells such commodity within 180 days after the Secretary determines it to be eligible for assistance under this Act; and (5) the seller has received no support assistance for such commodity under other agricultural legislation.
Authorizes the appropriation of $10,000,000 for fiscal year 1978 to carry out the provisions of this Act.
