A bill to amend title 28, United States Code, to allow certain civil actions against the United States to be prosecuted in the district courts of the United States.

Grants original jurisdiction to United States district courts of civil actions against the United States arising out of loans guaranteed by the Secretary of Agriculture under the Emergency Livestock Credit Act of 1974.
