Requires the Federal Communications Commission to increase the channels available for use in the citizens radio service to 46 channels, and to designate one of the channels for the exclusive use of elderly persons or persons whose mobility is restricted.
Prohibits the Commission from prohibiting the modification of citizens band equipment to accommodate the increased channels provided for by this Act if such equipment meets reasonable standards promulgated by the Commission.
