Rural Health Services Act - Amends title XVIII (Medicare) of the Social Security Act to provide coverage for rural health clinic services including physician extender services. Requires that such clinics meet such tests of reasonableness as the Secretary of Health, Education, and Welfare may find appropriate in order to be eligible for coverage.
