A bill to provide that the October 1, 1976, pay raise for Federal officers and employees shall be 6 1/2 percent, in lieu of the percentage determined under the pay comparability system, and to exclude Members of Congress from such pay raise.

Directs the President to increase, with respect to pay period commencing after October 1, 1976, the rates of pay under each Federal statutory pay system by 6 1/2 percent in lieu of the percentage of increase determined under pay comparability provisions.

Excepts Members of Congress from such pay increase.
