A bill to amend title 38, of the United States Code, to make certain that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced because of increases in monthly social security benefits.

Provides that recipients of veterans' pensions and dependency and indemnity compensation shall not have the amount of such pension or compensation reduced because of cost-of-living increases and post-1974 general benefit increases in monthly social security benefits.

Increases the allowable amount of unearned income available from a spouse to a veteran recieving a non-service connected disability pension. (Amends 38 U.S.C. 415 and 503)
