A bill to amend title II of the Social Security Act to reduce from 5 to 3 months the waiting period for disability insurance benefits, and to amend titles II and XVIII of such act to eliminate the provisions presently requiring that an individual must have been entitled to such benefits for at least 24 consecutive months in order to qualify for medicare benefits (without regard to age) on the basis of disability.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce from five to three months the waiting period for disability insurance benefits. Eliminates the provisions presently requiring that an individual must have been entitled to such benefits for at least 24 consecutive months in order to qualify for benefits under Title II and Title XVIII (Medicare) on the basis of disability.
